2023 Operating and Capital Budget Materials

2023 Operating Budget

Richmond Hill Council approved the 2023 Operating Budget was approved at the February 22, 2023 Council meeting. The budget news release, Richmond Hill Council Approves 2023 Operating Budget, provides details.

Richmond Hill collects taxes on behalf of York Region and the Province of Ontario for education. In 2023, approximately 26 per cent of taxes remain in Richmond Hill; 51 per cent goes to York Region and 23 per cent to education.

Senior Tax Assistance Grant

Richmond Hill offers a Seniors' Tax Assistance Grant for eligible residents. The grant is $419 in 2023. 

To qualify for the Senior Tax Assistance Grant, seniors must be 65 years of age or older and apply each year, occupy their residential property in Richmond Hill, be the assessed owner (or spouse of the owner) of the property for at least one year immediately preceding the date of the application and receive the Guaranteed Income Supplement as provided under the Old Age Security Program. Learn more and apply for the Senior Tax Assistance Grant.

Funds for the Operating Budget come from taxes, fees and other items, such as program registrations. Richmond Hill collects taxes on behalf of York Region and the Province of Ontario for education.

Capital Budget

Richmond Hill's Capital Budget outlines the financial needs for growth and maintenance of existing infrastructure, such as community centres, fire stations, pools, parks, trails, arenas, roads and sidewalks. Visit our capital projects page to learn more about current projects. 

The Capital Budget is funded through Richmond Hill's reserve funds, development charges and grants. The 2023 Capital Budget was considered at the January 24 Budget Committee of the Whole meeting. News release: Richmond Hill to Invest $84 million in the Community

Richmond Hill collects taxes on behalf of York Region and the Province of Ontario for education. In 2022, approximately 26 per cent of taxes remain in Richmond Hill; 51 per cent goes to York Region and 23 per cent to education.

Each dollar of Richmond Hill’s operating budget breaks down as 15 cents for Fire and Emergency, 6 cents for road maintenance, 6 cents for winter maintenance, 4 cents for waste collection, 1 cent for Access Richmond Hill, 12 cents for recreation and events, 6 cents for municipal facilities (arenas, pools, etc.), 5 cents for public library, 4 cents for parks and trails, 19 cents for administration and other services, 6 cents for planning and development, 7 cents for asset renewal and capital programs, 6 cents for information technology, 3 cents for by-law enforcement.

The Budget Committee of the Whole met January 26, 2021 to discuss the 2021 draft operating budget and the City is on target for a 0% tax increase. The budget will be approved at the February 10 Council meeting.

Each dollar of Richmond Hill’s operating budget breaks down as 15 cents for Fire and Emergency, 7 cents for road maintenance, 6 cents for winter maintenance, 3 cents for waste collection, 1 cent for Access Richmond Hill, 12 cents for recreation and events, 6 cents for municipal facilities (arenas, pools, etc.), 6 cents for public library, 4 cents for parks and trails, 2 cents for environment services, 16 cents for administration and other services, 8 cents for planning and development, 7 cents for asset renewal and capital programs, 5 cents for information technology, 2 cents for by-law enforcement.

Operating Budget

Richmond Hill Council approved the 2019 Operating Budget of $180 million on February 26, 2019. The budget news release, Richmond Hill Approves Operating Budget for 2019, provides details. 

Richmond Hill's budget increase is equal to a $39.32 increase on the annual tax bill of an average Richmond Hill home valued at $1.1 million.

Richmond Hill collects taxes on behalf of York Region and the Province of Ontario for education. Approximately 27 per cent of taxes remain in Richmond Hill; 49 per cent goes to York Region and 24 per cent to education.
