A Pre-Submission Meeting with Planning staff is encouraged prior to submitting a development application. The purpose of this meeting is for the applicant to present a development proposal on a preliminary basis to confirm the approvals required for the development of a site, identify the studies and technical requirements and to provide feedback and collaboratively discuss the development proposal.

To arrange a Pre-Submission Meeting, please fill out the request for Pre-Submission Meeting form and submit it with a preliminary concept plan.

Pre-Submission Meeting Form

 The preliminary concept plan must show at a minimum the following information:

  • property limits;
  • the location of the existing or proposed building footprint(s) on the property;
  • any environmental features if applicable; and
  • preliminary statistical information including: gross floor area, building height, density/floor space index, etc.

Once the meeting has been scheduled, a Pre-Submission Fee is to be paid to the City of Richmond Hill prior to the meeting (please refer to the City's Tariff of Fees By-Law 94-23, as amended). The Pre-Submission Meeting fee is $1051.

The following projects do not require a Pre-Submission Meeting:

  • Part Lot Control exemptions;
  • Sign By-law variance; and
  • Municipal addressing applications.

Developing on the Oak Ridges Moraine

Prior to any development, site alteration, modifications and/or additions to existing buildings on land within the Oak Ridges Moraine (ORM), where Site Plan Control is not applicable pursuant to By-law 76-23, a preliminary meeting with Development Planning staff is required. At the preliminary meeting, staff will provide you with a list of the information, plans and/or studies required to demonstrate conformity to the Oak Ridges Moraine Conservation Plan and ensure minimal impacts to the Natural Heritage Features. All the information, plans and/or studies submitted must be to the satisfaction of the City.

To arrange a meeting, please complete and submit the Oak Ridges Moraine Pre-Consultation Meeting request form together with the required preliminary concept plan.

Once the request has been received, an Oak Ridges Moraine Conformity Fee in the amount of $495 is payable to the City of Richmond Hill (please refer to the City's Tariff of Fees By-Law 94-23, as amended).
